Darren, I've no experience with Pennplax, but that thing looks very like the Aquatech/Jebo filters I have here. You'll probably find the instructions less than clear, but it should be pretty self-explanatory once you get your head around what goes where. How is the current filter not coping? Readable ammonia and nitrite? If so, this should help. If you're getting lots of nitrATE, your current filter is doing just fine, the tank is just heavily stocked is all

Pennplax are supposed to be very good, a high quality but cheap alternative to Eheim and Fluval. In fact I'd be tempted if the flow rate were higher as hubby wants another external on his big tank But if they get praise on oscar forums (which is where I read about them) then they must be good, cos oscars are messy buggers ;D

Caroline - Well the external filter I have on there now is supposed to be an 800 L/H but I brought it second hand and it wasn't brilliant then and now over time the outflow on it is not that good anymore .... cleaned and better cleaned and no better so I think it's worn out ... I've never had a new one before so I'm expecting this new one to be as good as the old one when I first had it. The old one I'll probably refurb and stick it in the 260L fish tank , that way I can take out the huge cumbersome Juwel filter and just leave the the big fluval in there ... give the fish more room. The goldfish tank is overly populated now as we had to say good bye to Rayman our Sailfin as it turned out that it was him who caused the problem a few weeks back with the sores on Mokey ... when the fish recovered we put Rayman back in but within 24 hours Mokey was bleeding again so a friend of ours who has a 6ft community tank with 2 big pleco's in already took him ..... well at least now Rayman will get chance to have some nooky lol.
Lisa - Yeah I've used Penplax internal filters alot and have found them to be very good value for money , so I have high expectations for this external filter .... should do the trick ... if not I'll be saving up for the 1200 model LOL.

Could be you need to give the impeller and housing a real good cleanout. If the impeller housing is gunked up, no amount of cleaning of sponges, hoses etc will get the flow up again.
If that doesn't work, you could replace the impeller. They do wear out over time and replacing them is often just like getting a brand new filter.
